Ms. Mie Utsunomiya
Ms. Mie Utsunomiya has been working as a CNS Technical Officer of ICAO HQ since 2011. Since 2015 she has been the Secretary of Surveillance Panel, which undertakes specific studies and develops technical and operational ICAO provisions for aeronautical surveillance systems, airborne surveillance systems, collision avoidance systems and their applications as outlined in the Global Air Navigation Plan. Since 2017, she is working in the area of spectrum management as well. Since 2020, she also started working on ICAO’s new initiative, Integrated Communications, Navigation, Surveillance and Spectrum (ICNSS).

Mr. Doug Arbuckle
Mr. Doug Arbuckle is the Chief Scientist, Surveillance Services Directorate, Program Management Organization in the FAA’s Air Traffic Organization. He is a member of the RTCA Program Management Committee, Chair of the ICAO Surveillance Panel, Rapporteur of the ICAO Surveillance Panel’s Aeronautical Surveillance Working Group, and the US member of the ICAO Surveillance Panel’s Airborne Surveillance Working Group. Previously, he was the Designated Federal Officer for the FAA ADS-B-In Aviation Rulemaking Committee. 

Prior to joining FAA in 2009, Arbuckle worked at NASA Langley Research Center for 30 years, where he was a researcher in flight controls and served in multiple technical leadership and management positions related to avionics systems R&D. He was detailed by NASA to the Joint Planning and Development Office in 2004 to serve as the Lead for the Agile Air Traffic System Integrated Planning Team. Arbuckle has B.S./M.S. degrees in Aerospace Engineering and is an AIAA Associate Fellow.

Mr. Gerhard Berz

Mr. Gerhard holds a Bachelor of Science Degree in Avionics Engineering Technology from Embry Riddle Aeronautical University, as well as a Master of Science Degree in Electrical Engineering from Ohio University and its Avionics Engineering Center. His professional experience includes the Swiss Federal Aircraft Company (today RUAG Aerospace), the United States Naval Air Systems Command, as well as skyguide, the Swiss Air Navigation Service Provider. Currently at Eurocontrol, he is a Senior Expert for Navigation Systems and Radio Spectrum Coordination, covering issues ranging from conventional terrestrial navigation to satellite navigation and spectrum. He is the EUROCONTROL panel member in the ICAO Navigation Systems Panel and an active member of the EU/US Working Group C on the design of next generation GNSS.

Mrs. Muna AlNadaf

Mrs. Muna AlNadaf is the Regional Officer, Communications, Navigation and Surveillance for the ICAO MID Office, Prior to joining ICAO in November 2017, she was the CNS director at Jordan CARC.

 

ALNADAF is an electrical (Telecommunication & Computer) Engineer. She holds MBA/MIS degree, post-graduate diploma in Project Management, diploma in Aeronautical Telecom. Engineering, and several professional certifications like PMP, CCNA, CCNP. Muna has over 18 years of experience in Aviation.

Mr. Abbas Niknejad

Mr. Abbas Niknejad has more than 21 years experience in the civil aviation sector and in particular in air navigation services. He joined ICAO in February 2014 and has served the organization in various capacities during his tenure at the ICAO MID and EUR/NAT Regional Offices.

 

He is currently Regional Officer, Air Navigation System Implementation at the ICAO EUR/NAT Office, Paris. Abbas holds PhD and masters degrees in management and a bachelor's degree in ATS, in addition to various technical and training certifications. Abbas is also a certified ICAO USOAP CMA auditor in the ANS field.

Mr. Bjarni K. Stefánsson


Mr. Bjarni K. Stefánsson is a Senior CNS/ATM Expert, Isavia ANS. He have more than 35 years experience in Air Traffic Control and ATM systems development. Has been member of various ICAO working groups at global and NAT regional level, currently Rapporteur of the NAT Technology and Interoperability Group (NAT TIG) and member of the ICAO Operational Data Link Working Group.

Mr. Sean Patrick

​With over 30 years’ experience, Sean is General Manager Oceanic Services at the IAA North Atlantic Communication Centre in Ballygirreen, Ireland.  In this role Sean is responsible for the oversight of the strategic and tactical delivery of Oceanic Air Traffic Communications over the Eastern part of the North Atlantic which is responsible for handling 90% of North Atlantic air traffic. He is also tasked with rationalising the service to reflect the ongoing developments and advancements in satellite and data communications.  Sean is also the Chairperson of the ICAO NAT Implementation Management Group (IMG).

Mr. Iain Brown

Mr. ​Iain Brown joined NATS as an engineer in 1989 working at NATS Prestwick Centre. In 1996 Iain qualified as an Air Traffic Controller in the Shanwick. While maintaining his license for over 25 years, Iain has spent the majority of his time representing NATS at ICAO NAT Region Groups and supporting the operation in a number of roles that has developed and delivered changes into the Shanwick operation. As ATC Development lead, Iain's last major project was the introduction of Space Based ADS-B into the operation.

Mr. Ahmed Abdelwahab

Mr. Ahmed Abdelwahab Elmarady received the B.Sc. and M.Sc. degrees in communication and electronics engineering from the Faculty of Engineering, Cairo University, Egypt, in 2007 and 2015, respectively. He is currently pursuing the Ph.D. degree with the Faculty of Engineering, majoring in cybersecurity in aviation generally, and in air navigation systems in particular: ADS-B as a case study. He has been a Senior Communication, Navigation, and Surveillance (CNS) Safety Oversight Inspector—Air Navigation Engineer, and CNS inspection directorate with the Egyptian Civil Aviation Authority, since 2012.

He is a member of both the ICAO Secretariat Study Group on Cybersecurity (SSGC)—working group on air navigation systems, Montreal, Canada, and the ICAO MID—working group on cybersecurity in air navigation, Cairo, Egypt. Furthermore, Mr. ElMarady is a member of ICAO Air Navigation Services Economics Panel (ANSEP), Montreal, Canada. He has published many journals and conference research papers. His research interests include the cybersecurity and cyber resilience frameworks in the various aviation systems (aerodromes, air navigation, flight operations, and airworthiness).

Mr. Muhammad Abdel Hamied

Mr. Muhammad Abdel Hamied Frahat received the B.Sc. degree in communication and electronics engineering from the Faculty of Engineering, Helwan University, Egypt, in 2006. Mr. Frahat is a senior ATSEP Engineer at the National Air Navigation Company (NANSC) since 2007 specialized in aeronautical surveillance. Furthermore, he is a CNS director at research and development general directorate – NANSC since 2020. Mr. Frahat has a great experience in the planning, installation, and maintenance of aeronautical surveillance systems including PSR, SSR, MLAT, and ADS-B.

Mr. Johan Martensson

Mr. Johan Martensson is a Senior Surveillance Expert at EUROCONTROL. He has 20 years of professional experience in Aviation and CNS/ATM. Initially, and for several years, he worked in the aerospace industry on Avionics development and integration. Over the last 15 years, he works for EUROCONTROL in the Surveillance Domain, where he currently leads the Surveillance Infrastructure Modernisation activities. 

Johan has been contributing to ICAO activities related to ADS-B and was the European secretary of the joint EUROCAE / RTCA group developing MOPS for Aircraft Surveillance Applications as well as the European secretary of the EUROCAE / RTCA group developing the MOPS for ADS-B Out. He is currently the secretary of the EUROCONTROL Network Surveillance User Group (NSUR).

Johan holds a Master of Science in engineering and a Private Pilot License with Instrument/IFR and Aerobatic ratings.

Mr. Eric Potier

​Mr. Eric Potier is the head of CNS performance monitoring team within the Infrastructure division of the Network Manager Directorate of EUROCONTROL. He has over 30 years of experience in ground and airborne surveillance systems ranging from sensor development to system deployment management at the regional level. He has been an active member of the ICAO Surveillance Panel for over 2 decades. He is Chairman of the ICAO Surveillance Panel Performance Based Surveillance Sub-Group (PBSSG).  Chairman of the EUROCAE WG-49 in charge of Mode S transponders MOPS and Co-Chair of the RTCA/EUROCAE Combined Surveillance Committee.

Mr. Gary Newman

Mr. Gary Newman is part of the United Arab Emirates General Civil Aviation Authority in Abu Dhabi as an ATM/Airspace Inspector since 2014. His present role is the oversight of ATM and Airspace issues including all Airspace changes, non-standard Airspace operations, ATM matters, Instrument Flight Procedure Design, UAS Operational Approvals, Aeronautical Information Management, Approval Coordination and UAS Operational oversight development.  He previously was with the South African Civil Aviation Authority and the South African Air Force.  Gary was the South African ICAO State Representative Panellist on the Instrument Flight Procedures Panel and was fortunate to be part of the development of the Performance Based Navigation concept by that panel.  More recently Gary has been part of the development of the UAE's UAS Operational concepts including UTM and SMS for UAS Commercial Operators and the UAE's Airspace Restructuring Program.

He holds 2 degrees, a Bachelor of Science and a Bachelor of Commerce (Aviation Management), a number of Post Graduate Certificates and is a qualified PANS OPS Instrument Procedure Designer.

Mr. Hamdi Nasser

Mr. ​Hamdi NASSER graduated from ENAC (French civil aviation university) in 2012 specialising in aeronautical telecommunications. He has worked then for the aerospace industry for several years, mainly on GNSS (Global Navigation Satellite Systems), before joining EUROCONTROL in 2020 as a GNSS resilience expert. Currently, he is acting as an expert advisor supporting EUROCONTROL stakeholders through different working groups dealing with Satellite Navigation topics. His mission includes contributing to the standards, raising awareness, sharing expertise and supporting various bodies in their GNSS RFI (Radio Frequency Interference) mitigation efforts.

Mr. Tiago Lima


Mr. Tiago Lima Reis is an Air Traffic Controller in Santa Maria Oceanic Center since 2010. 
Currently he is responsable for managing all ATCO training in Santa Maria.
Addicionally he is part of the local ATM systems development group.  
Since 2017 he joined two ICAO NAT Working Groups, the Mathematicians Working Group (NAT MWG) and the Scrutiny Group (NAT SG).

Mr. Paulo Raposo

Mr. Paulo Raposo joined NAV Portugal in 1997 as an ATCO trainee, and got his first rating in Santa Maria Oceanic Control Centre in 1999. While still an operational Air Traffic Control Supervisor, with both oceanic and surveillance control ratings, he represents NAV Portugal in several international forums and ICAO working groups. He also advised the Head of FIR on the implementation of space-based ADS-B, and currently manages the operational side of the developments of Santa Maria's FIR ATM system.
